HOB in Gaslamp features a wide range of live bands from hip hop to metal to emo shiz playing in the lower-floor stage area.  You will find bands both local, national, and even international.  The audience area by the stage is large and there is a bar nearby so you can swig on a drink as you enjoy he music.  A second bar can also be found in the dining section of HOB.

The ground-floor restaurant section of House of Blues has very average food.  I would definitely eat somewhere else, but it is worth a try just to see if you can find something good.
